scheme of two years

i want take connection in the scheme of two years system. is there any exchange base system is there for non stoping
connection of bsnl. i am fed up with connection post paid bsnl connection. without any talking the bill comes in hundreds.
and i came to know the coverage of connection at vill- Gundugolanu,mandal- bhimadolu,taluk-eluru,dist-westgodavari, AP, if
it is so this sceme is very use full for the village peoples. kind inform me on my e maill please.
