If you are talking about TATA Indicom being costly, then what do you think is cheap? BSNL? Sify? If you have Airtel in your area, that's what I would call cheap and worthy. If you don't have Airtel Broadband around you, then TATA's is the next best thing. You need to check the tariffs of the other ISPs before you comment on something.
Your college's internet is probably shared on the LAN. That's why you seem to get slower speeds. Check it out in the evening or morning when no one's using it. Then you'll know. Most colleges get connections of speeds like 512kbps.
In any case, I don't see how you can judge TATA's Broadband on the basis of that. I have been a customer of VSNL since 1997. Their internet service is truly reliable. I don't know about their people who do the actual physical connections - wiring and installation - for broadband. Maybe that's the reason most people here fret about TATA's Broadband.
Airtel would have been my first choice, but it seems like their expansion process is damn slow. So I got TATA Indicom Broadband 4 days back - 3 months, Unlimited usage, 64kbps, zero freaking rentals, cost= 1587 (for 3 months) + 551 (installation) = Rs. 2138. I got it because there's no other ISP that provides unlimited schemes for Rs. 551 or lower in my area. It has superb uptime and gives speeds like 72-77kbps on my 64kbps connection. As the initial subscription was for 3 months, I paid Rs. 551 as installation charges. Hoping to see new offers in 3 months like 128kbps or so for the same price.
